Reactivate the build of the android app

After #500 (closed), the android build is not working anymore.

changed milestone to %Version 4.16.0 - Anguilla anguilla

added Internal bug labels

I suspect that the version of gradle provided by debian bullseye is too old... A manual installation is required.

Error message:

Plugin doesn't support this project's cordova-android version. cordova-android: 11.0.0, failed version requirement: >=4.0.0 <10.0.0
