Duplicate taxon NER plans

There are two plans for taxon NER:

• plans/taxa.plan
• plans/taxa_generic.plan

Both files are nearly identical. Makes maintenance difficult.

Proposals:

• One single file, eventually with aliases.
• Extract the dict and disambiguate modules, move them to the Extended Microorganisms Taxonomy project, since they will be reused in other projects.
