fix multithreading problem with the tims xic extractor important for masschroq#17

Update to upstream version '0.8.52'
with Debian dir 387335c177fb9123506b9b5fd53f231b5489e77e

The program would run into a infinite loop when the value of which the
decimal parts is needed if that value would read <int>.<0-value decimal
part>. For example: 10.000 or 10 would cause the program to run into the
infinite loop.

virtual destructor added for tims frame objects; new structure to store frame informations instead of sqlrecord and avoid cpu intensive find operation on it
